Evidently this wasn't a joke and the semi driver was sited. It's a good thing the patrolman caught this before the driver attempted to drive away. The cable would have held the chains until the centrifugal force of the chain was too much and the chains could have ended up in someone's windshield. It's just stupidity on display.
